Legislators Pushing for More Affordable Rentals

affordable  As part of an ongoing effort to increase available housing for low to moderate-income families, legislators are  proposing to dramatically increase the number of affordable rentals in Hawaii. One proposal that has advanced in the Senate, SB 2999, relies in part on suggestions made last month by the Joint Legislative Housing and Homeless Task Force. The task force, co-chaired by Senator Ron Menor, recommends building 10,000 additional rental units within 5 years.

Senate Democrats Push Through Bill to Lower the Student to Teacher Ratio in Hawaii’s Public Schools

wam  The Senate Committee on Ways and Means advanced SB 3102 on February 23rd, which lowers the student to teacher ratio in Hawaii’s public schools. Studies have shown time and again that lower student to teacher ratios have a positive impact on students’ academic performance. The bill reduces the student to teacher ratio for all public elementary, middle, and high schools.

Senate Committees Hear Bill that Standardizes Permissible Dwellings on Designated Ag Lands

kokubun2  In response to state-wide concerns regarding residential development on designated agriculture lands, the Senate Committees on Water, Land and Agriculture and Judiciary and Hawaiian Affairs, heard testimony on SB 3097 on February 22nd. The bill, introduced by Senator Russell Kokobun, calls for counties to standardize requirements for building homes on state ag land and grandfathers in existing dwellings and previously authorized projects.

Senate Democrats Advance Natural Disaster Preparedness Bills

mtg As the entire nation continues to heal from the devastating aftermath of hurricanes Katrina and Rita, Senate Democrats have taken the lessons learned from the hurricanes and pushed through legislation to better prepare Hawaii in the event of a natural disaster. The Senate Committees on Education and Military Affairs and Transportation and Government Operations advanced three disaster preparedness bills on February 16th.

Senate Democrats’ Majority Energy Bill Moves Ahead

photo  The Senate Committees on Commerce, Consumer Protection and Housing and Energy, Environment and International Affairs, voted to advance SB 2957 on February 16th. The bill is part of the 2006 Senate Majority Package and calls for a number of proposals to increase use and development of renewable energy and reduce Hawaii’s dependence on fossil fuels. The bill will now move on to the Senate Committee on Ways and Means.

Senate Committee on Commerce, Consumer Protection and Housing Addresses Del Monte Workers’ Housing Crisis

delmonte  In response to Del Monte’s announcement that it will close it’s 100-year-old pineapple operation on Oahu, Senator Ron Menor, Chair, Committee on Commerce, Consumer Protection and Housing, introduced two bills (SB 2773 & SB 2774), to address the future housing needs of Del Monte Workers. The legislation would help displaced workers secure housing and also preserve important agriculture lands. Update! SB 2773 was passed with amendments on January 16th.

Lawmakers Introduce Bills to Curb Teen Smoking and Drinking

Legislators have introduced several bills this session to help curb smoking and drinking among teens. The bills range from raising the tax on a pack of cigarettes (SB 2961) to enforcing stronger penalties and fines on youth caught in possession and use of tobacco products (SB 2027). Both the Senate and House Committee Chairs on Health agree that something needs to be done to decrease smoking and drinking among teens, but also fear that some proposed penalties go to far.

Legislators Propose Several Bills to Control Selling of Public Land

kakaako  In response to concerns over the sale of state lands in HCDA and A&B Properties Inc.’s proposed Kakaako Waterfront development project, legislators have introduced numerous bills focusing on the HCDA and its authority to sell public lands. On February 8th, the Senate Committee on Water, Land and Agriculture advanced a few of these bills including, SB 2090 which provides for stronger legislative oversight of HCDA.

Legislation Promoting Renewable Energy Moves Forward in the State Senate

energy To help address the rising costs of electricity and fuel in Hawaii, the Senate Committee on Energy, Environment, and International Affairs voted on February 9th, to advance five bills aimed at expanding renewable energy programs throughout the state. The bills focus on making state facilities more energy efficient and providing tax incentives for consumers that purchase vehicles that operate on clean fuels.

Proposal for State Purchase of 1.6-Acre Waiehu Beach Park Advances in the Senate

beachpark In an effort to keep the 1.6- acre Waiehu Beach Park on Maui in public hands, the Senate Committee on Business and Economic Development voted in support of Senate Bill 3110, which appropriates $750,000 to the state Department of Land and Natural Resources to purchase the park from Wailuku Agribusiness. The bill’s author, Senator Shan S. Tsutsui, praised the committee for taking an important step towards preserving public access to Waiehu Beach Park for generations to come.

Senator Tsutsui Comments on Governor’s Release of $765,000 for H.P. Baldwin High School

comment  After months of waiting, students, faculty and parents at Henry Perrine Baldwin High School can celebrate the long delayed release of funds from the Governor’s Office to design and expand a new library. A key proponent of the appropriation, Senator Shan S. Tsutsui, announced the release of $765,000 on February 3rd, and praised the hard work of the students, faculty and parents who lobbied Maui legislators for the new library.

Report Highlights Crisis in On-Call Trauma Care in Hawaii

In an informational briefing held by the Senate Committee on Health, the Legislative Reference Bureau and the Department of Health presented their findings and recommendations for addressing the rising shortage of physicians in ‘on call’ trauma-level care facilities. The committee hopes to use the recommendations from the report to further future discussions and legislative action on improving emergency and trauma-level healthcare operations throughout the state.
