Senate Majority Bill Package Introduced
Hawai`i senators introduced 133 new bills yesterday under the bill introduction deadline, bringing the total to 1263 new bills for review in the 2008 session. The Senate Majority Package bills were among those introduced.
Senate Bill 1918 creates 3-year pilot program where the Department of Human Services pays half the premiums health care provided by a managed care plan to uninsured children who are 31 days to 18 years old and ineligible for other state or federal health care coverage. Provides children of families whose income is at or below 300% of the federal poverty level free medical care by expanding the State’s QUEST-Net eligibility requirements. Establishes Hawaii Infant Care Special Fund. Appropriates funds.

Also requires the procurement policy board to initiate or conduct follow-up audits of executive agencies that utilize procurement procedures that are not in compliance with the state procurement code or otherwise authorized by law.

Senate Bill 2828 clarifies the use of the governor’s emergency powers. Clarifies that the governor shall not utilize the power to suspend laws authorized under the Civil Defense and Emergency Act when the State is attacked for purposes of noncivil defense situations unless there is a tangible and measureable threat to the people or environment of the State. Establishes that certain provisions of the State’s disaster relief chapter are operative and supersede provisions of the Civil Defense and Emergency Act in times when an emergency arises that is not considered a civil defense emergency. States that any emergency powers in force prior to the effective date of this measure expire at the end of the 2008 regular session unless reauthorized by the legislature.
