Senator Jill Tokuda Discusses Charter School Bills

On February 1, 2012, the Senate Committee on Education heard two bills relating to the State of Hawaii’s Charter School systems, Senate Bill 2115 and Senate Bill 2116. Following yesterday’s hearing Senate Committee on Education Chair Jill Tokuda gave an overview of the bills.

Senate Bill 2115 is a comprehensive bill which establishes a new chapter governing charter schools based on CSGTF’s recommendations. Senate Bill 2116 focuses on the implementation and transition of the measures included in Senate Bill 2115.

The two bills are a direct result of the Charter School Governance, Accountability, and Authority Task Force (CSGTF) which was Co-Chaired by Senator Jill Tokuda and Representative Della Au Belatti.

CSGTF was established under Senate Bill 1174 (Act 130). The bill was introduced to address several issues brought to surface relating charter schools. Act 130 established a task force that sought accountability among stakeholders of the charter school system. Objectives of the Task Force were to develop legislation or administrative rules on the governance structure of charter schools, identify oversight and monitoring responsibilities of the charter school review panel, and discuss funding related issues

The committee will be voting on Senate Draft 1 of the bills on Monday February 6, 2012 at 1:35 pm in room 225.

Charter School Task Force Holds Meeting to Address Issues

HONOLULU — The Charter School Governance, Accountability, and Authority Task Force (CSGTF) will be holding its sixth meeting on Wednesday, November 2, 2011 at 10 a.m. in conference room 225, at the State Capitol.

The Task Force is co-chaired by Senate Education Committee Chair Jill Tokuda and House Education Committee Vice-Chair Della Au Belatti.

Representatives from the Legislature, Governor’s office, Board of Education, Department of Education, Charter School Administrative Office, Charter School Review Panel, Charter School Network, Ho‘okako‘o Corporation, and Kamehameha Schools are expected to participate on the task force as set forth in SB1174 (Act 130).

CSGTF was established under Senate Bill 1174 (Act 130).  The bill was introduced to address several issues brought to surface relating Charter Schools.

“The task force is reaching a point where we are about ready to recommend very substantive changes to our charter school system.  From performance-based contracts to clearly defined roles and responsibilities, the recommendations being considered were developed understanding that we wanted to maintain flexibility while ensuring accountability,” said Senator Tokuda.

Act 130 establishes a task force that seeks accountability among stakeholders of the charter school system. Among the objectives of the Task Force are to develop legislation or administrative rules on the governance structure of charter schools, identify oversight and monitoring responsibilities of the charter school review panel, and discuss funding related issues.

CSGTF has been meeting since July 20, 2011.

A report is due to the Legislature 20 days before 2012 session.

Charter School Governance, Accountability, & Authority Task Force


The Charter School Governance, Accountability, and Authority Task Force (CSGTF) held its fifth meeting on October, 12, 2011. During the meeting, task force members reviewed previous points of agreement and discussion, created and analyzed the newly recommended organizational chart (which outlines relationships between Charter School entities), and discussed “Bin” items considered to be extensions of the larger Charter School discussion. CSGTF has decided to briefly extend the task force to ensure greater discussion. Task Force documents and working group reports can be viewed online at:
