    Today marks eleven weeks since the state’s mandatory 14-day self-quarantine started for all passengers arriving in Hawaii from out of state. Yesterday, 1,484 people arrived in Hawaii. During this same time last year, nearly 30,000 passengers arrived in Hawaii daily, including residents and visitors. The quarantine order was expanded on April 1st to include interisland travelers. This table shows the number of people who arrived by air from out of state yesterday and does not include interisland travel.   • Governor Ige extends COVID-19 emergency period through July, lifts inter-island quarantine next week

    The emergency proclamation lifts the quarantine requirement for inter-island travelers effective 12:01 a.m. on June 16, 2020. However, it also leaves in place the quarantine requirement for out-of-state travelers. The governor has the authority to make exemptions for transit corridors/bubbles. “We are working very hard toward re-opening out-of-state travel, but we’re not there yet. We are being very cautious. There are new virus flare-ups in key mainland markets – including California where more than 2,000 new cases were reported yesterday. Oregon, Arizona and Texas are also reporting their highest number of new daily cases,” said Gov. Ige. The proclamation also includes: Criminal liability for hosts of guests who violate quarantine requirements or owners of cars that are rented to quarantine violators. The extension of the eviction moratorium through July 31 The elimination of prohibitions related to beaches, boating, hiking and shoreline fishing, as these activities are being addressed through the counties in coordination with the state Department of Land and Natural Resources.     Governor David Ige today approved a request from Mayor Derek S.K. Kawakami to safely re-open more businesses, operations or activities under guidelines that will ensure the health, safety and welfare of the people of Kauaʻi county, effective June 16, 2020. The mayor’s Emergency Rules #12 specifies conditions under which the following may open: Certain accommodations Bars and bar top services In addition, the governor repealed, effective June 15, 2020, Mayor Kawakami’s Emergency Rule # 9 and any subsequent amendments.   • Kaua'i County: Online registration for summer fun program begins June 10

    County officials announced that online registration for the Summer Fun program will begin on June 10, 8 a.m., on the county website, https://www.kauairecreation.org/wbwsc/webtrac.wsc/wbsplash.html?wbp=1. The session runs from June 29 to July 24, Monday to Friday, from 7:45 a.m. to 4:30 p.m. and the cost is $40 per child. The Fourth of July holiday will be observed on July 3. The program is open to youngsters, ages 5 to 11. Program sites include neighborhood centers at Kekaha, Waimea, Hanapēpē, Kalāheo, Kōloa, Līhu‘e, Kīlauea, Anahola Clubhouse, Wailua Houselots Pavilion, and Peter Rayno Pavilion. Enrollment is limited and will be handled on a first-come, first-served basis. Please be advised that the Department of Parks and Recreation remains focused on protecting the health and safety of our island keiki and community and will be following CDC recommended guidelines for COVID-19: Children and staff will be required to wear face masks; Physical distancing strategies will be practiced; and Commonly touched equipment and surfaces will be cleaned and disinfected throughout the day All major credit cards will be accepted for payment including: Master Card, VISA and Discover. In addition, debit and pre-paid credit cards will be accepted. Lunch will be provided free of charge. Parents will need to provide their children with snacks and drinks each day throughout the program.   • Modified summer fun program offered by DPR for free : Summer enrichment classes not being offered

    Modified summer fun program offered by DPR for free Summer enrichment classes not being offered this season The Honolulu Department of Parks and Recreation (DPR) is excited to announce a modified version of Summer Fun will be held this year. The program will be offered at no charge to O‘ahu families with Mayor Caldwell waiving the fees for the summer day camp. The modified Summer Fun Program will be offered on weekdays, 8:30 a.m. to 2 p.m. from Wednesday July, 1 through Tuesday, July 28 (excluding the holiday on Friday, July 3). Children must be six years old before Aug. 1, 2020 and not older than thirteen years old by July 28, 2020 to qualify. The modified Summer Fun will still utilize Junior Leaders. “With the current low incidents of COVID-19 on our island and the overwhelming need for positive keiki engagement as parents return to work, we decided to help parents and their children by offering a modified version of our most popular program specifically tailored to the current situation and our island community,” said Mayor Caldwell. “We consulted our healthcare advisors and they agreed that the overall benefits of this program are needed during this time as we continue our efforts to Restore Honolulu.” In order to balance the childcare needs of our island community with the safety guidelines established due to COVID-19, there will be significant changes to the number of keiki that our facilities and staff can accommodate, the activities offered, and overall program procedures: Attendance Limits: · Only 12 keiki will be allowed per adult supervisor, which will constitute one group. · Designated spaces will be made for each group, with activities conducted on a rotating basis. · Keiki participants will be within the same group for the entire program. · DPR is still hiring for those interested in working as Summer Fun Aides. Outdoor facilities being used for Summer Fun will be off-limits to the public during the specific program times, 8:30 a.m. to 2 p.m., but will be reopened for general public use outside of that timeframe. Registration: The 2020 Summer Fun Program will not require any fees or payment on the part of the participating families. In the past, Summer Fun registration was done in-person as a result of these prior payments. This resulted in eager parents waiting for hours, sometimes days, at various park locations to secure a spot for their keiki. This year registration will be conducted primarily online thanks to new software developed by the Honolulu Department of Information Technology. The software is called Parks and Recreation Online System, or PROS, and works best using the Google Chrome web browser. This software utilizes the same HNL.Info log-in that many O‘ahu residents already possess. We encourage the public to create an HNL.Info account and a PROS profile ahead of registration by visiting: https://pros.hnl.info. An online tutorial is available to assist the public with creating their account and profile. Click here to view it. This software was successfully used for shooters to make reservations at the Koko Head Shooting Complex beginning on Wednesday, June 3, and will serve a larger capacity in DPR registration and reservations in the future. “We believe that this modified Summer Fun will continue to provide excellent recreational and educational opportunities to our keiki that are comparable to Summer Fun,” said DPR Director Michele Nekota. “We appreciate the patience of the families as we work through this new program, and a big mahalo to our Parks and Rec ‘ohana and staff from DIT for their hard work to make this program and the new registration software a reality during these challenging circumstances.” Below are those online registration dates and procedures which are determined by geographic park district.   • Three people arrested for quarantine violations

    A-48-year old, Waikīkī area woman was arrested this morning by Special Agents from the Investigation Division of the Dept. of the Attorney General (AG) on quarantine violation charges. An investigation showed that Patricia L. Pian returned to Honolulu from San Diego on May 31. Witnesses reported seeing her swimming in the ocean a few hours after her return. She was also seen sunbathing with her husband and walking their dog. Pian was arrested in the hallway of her condominium building and charged with violating the 14-day mandatory traveler quarantine. She is the first returning resident to be arrested by the AG’s investigators and her bail was set at $2,000. On Monday, a 20-year-old man from South Korea and a 48-year old Virginia woman were arrested by Special Agents on quarantine charges. Jin Wook Lee and Kady C. Swartz were taken into custody at a Waikīkī hotel. An investigation showed Lee arrived in Honolulu on May 20 and falsified his place-of-stay. It was discovered he was staying at the hotel with Swartz and her daughter. Hotel personnel witnessed quarantine violations and contacted authorities. They report Lee violated quarantine from the day he arrived. Lee was arrested for committing quarantine violations and Swartz was arrested as an accomplice. Bail for both was set at $2,000. Attorney General Clare Connors said, “As we reopen our economy, it is important that everyone follow the practices and policies in place to keep our community safe. The travel quarantine is an important part of our state’s success in reducing the spread of the disease, and both residents and travelers alike should take care to follow these rules and practices.” Source: Hawai'i COVID-19 Joint Information Center

  • Department of Water Supply launches small-meter replacement project to upgrade aging water meters

    The Department of Water Supply is beginning a project to replace small water meters and upgrade aging meters within the County’s domestic water system. The meter replacement is free of additional charge to customers. The project is expected to last four years and replace an estimated 26,000 meters that are 2 inches or less in size. The first year of the project is scheduled to begin this month in Waikapu and continue throughout Wailuku, Waihee and Paia. Professional Meters Inc. has been awarded the contract for the removal of existing meters and new water meter installation work. PMI completed work on a similar project with the County of Kauai in 2008-09, and it has installed hundreds of thousands of water meters for counties and municipalities all across the United States over the past twenty years. PMI will also be installing new cellular transponders on all water service meters. These new transponders will allow DWS to read customer water meters remotely by using existing cell tower infrastructure and will also allow customers to create an online account and view their own water usage in real time over the internet. “We are excited about these upgrades to the system and know that it will give our customers more information about their own water use and will also make meter reading more efficient for the department,” Department of Water Supply Director Jeff Pearson said. Customers will be notified in advance by mail of work in their area. Additional project information will be available on the DWS website at mauiwater.org and through public service announcements. “Typically it will take the water meter installer approximately 15 minutes to put in a new meter,” Pearson said. “As a result, interruption of customer water service should be very brief.” The second year of the project is expected to include Kahului and Lahaina service areas. Small meter installations will occur between 8 a.m. and 3:30 p.m., Monday through Friday, (except County holidays). Customers will not need to be present during the installation process. Director Pearson reminds all customers that “meters must be accessible and should not be blocked by bushes, vines, equipment or other materials.” If a meter is located behind a fence or gate or in an area that is difficult to access, PMI will provide customers with a call-in number to make an appointment and arrangements for the necessary work to be completed. “We want this project to be as seamless as possible for our customers and want to thank them in advance for their cooperation and assistance,” Pearson said.
