- Governor Ige extends emergency relief period for Kaua‘i floods
Gov. David Ige issued the 14th supplementary emergency proclamation which extends the emergency relief period for the 2018 Kaua‘i floods. The proclamation was signed on Friday, May 22, 2020. The proclamation serves to extend authority to spend state funds as appropriated to protect the health, safety and welfare of Kaua‘i residents and visitors. The proclamation supports the state’s efforts to provide quick and efficient relief of suffering, damage and losses caused by the flooding. Gov. - Senator Inouye announces funding for covered playcourt at Kalaniana‘ole Elementary and Intermediate
Senator Lorraine R. Inouye (D-Hilo, Hamakua, Kohala, Waimea, Waikoloa, Kona) announced that $500,000 in Capital Improvement Projects funds were released Thursday, May 21, by Governor David Ige for the design of a covered playcourt at Prince Jonah Kūhiō Kalaniana‘ole Elementary and Intermediate School in Papaikou. Senator Inouye said “I am pleased that the Governor has released the funds for a covered playcourt at Kalaniana‘ole Elementary & Intermediate. As a school with no gymnasium, the playcourt will give students, parents and teachers a place to gather and enjoy recreational activities.”
- Holiday weekend is not the time to let our guard down
This Memorial Day weekend is bound to bring thousands of Hawai‘i residents and visitors, who’ve first cleared their 14-day traveler quarantines, to our state’s beaches, parks, trails, and other outside spaces. Health officials and state leaders are encouraging continued social distancing, wearing of masks while around others or inside businesses, and frequent hand washing, as necessary for keeping the COVID-19 case count low or at zero. Yesterday, at Maunalua Bay, a large group of teenagers tied numerous boats together and had a miniature flotilla. Not only were they clearly not socially distancing, they were also in violation of numerous of Governor Ige’s emergency rules, such as having boats less than 20-feet apart. Gov. Ige said, “As you remember the sacrifices of our service members and celebrate graduates this weekend, please remember to have fun safely. Connect with friends and loved ones in ways that protect yourselves, your loved ones and our community. We’re all in this together and can keep our success going if we remind each other to keep up with safe practices.” The emergency rules disallow gatherings of more than 10 people and require six feet of social distance unless they are members of the same family. Dr. Bruce Anderson, Dept. of Health Administrator said, “Please, please, if you have young people in your family, talk to them about how important social distancing is right now. The last thing anyone wants to happen is to have an asymptomatic family member infect aunty or uncle, grandmother or grandfather.” Following this consistent direction has resulted in one of the lowest infection rates and death rates in the nation. - Highlights of Hawai‘i State Senate Special Committee of COVID-19 meeting of Tuesday, May 19
With the aid of the citizen online group Hawaii Quarantine Kapu Breakers helping out law enforcement, represented by Honolulu Police Department (HPD) Chief Susan Ballard, and Attorney General Clare Connors’ office, quarantine enforcement is continuously improving and both residents and visitors are becoming more aware of how strict the State is. For example, with the most recent arrest of a man from New York City, the story was picked up by national news outlets like the New York Post, and was a useful signaling device for those who believe the law will not find them. The Special Committee expressed the need to articulate to the public that this is a constant work-in-progress. Thanks to the insistence of the committee, new enforcement aides are now mandatory, such as requiring a return flight upon arrival for visitors, and mandatory bail of at least $2,000 for individuals arrested for quarantine violations. The committee discussed the need to continue to work with agencies like HPD and the Department of Planning and Permitting as these processes evolve to allow for better enforcement of illegal vacation rentals and car rental services such as Turo. In relation to these challenges, the Hawaii Tourism Authority discussed the soon-to-be-released ESRI program. The program has been a collaboration with the county enforcement agencies that will provide each agency near real-time layers of traveler information to aid in the enforcement of the quarantine orders. It allows all traveler information collected through the current processes to be integrated into its Arch GIS database so that dispatchers may confirm whether a suspected quarantine violator is, in fact, a resident or a traveler included on the required quarantine list. The ESRI program will allow the information to be shared on a read-only basis. It’s expected to be rolled out this weekend. Concerning illegal vacation rentals, the Special Committee discussed the possibility of creating a new form for renters, one that will hold them to the same level of accountability as a traveler, should the traveler be caught knowingly defying quarantine.

- Mayor Kawakami’s Emergency Rule 10 goes into effect today
Mayor Derek S.K. Kawakami’s Emergency Rule 10 is now in effect, following Governor David Ige’s signature of approval on Thursday. In accordance with the Governor’s phased reopening plan, called the “State Roadmap to Recovery and Resilience,” Mayor’s Emergency Rule 10 reopens a number of medium risk businesses and activities. Public and private pools, churches, outdoor tour activities, salons and barbershops, all cleaning and construction work, and one-on-one personal services such as fitness, tutoring, music lessons and similar activities are allowed to open as of today with certain restrictions. Businesses must meet various requirements, such as physical distancing, masks and sanitation, pursuant to the Governor’s 8th Supplemental Proclamation and the state Department of Health Safe Practices. Each business can determine the maximum number of individuals to allow for social distancing within its facility. Yesterday, 1203 people arrived in Hawaii. During this same time last year, nearly 30,000 passengers arrived in Hawaii daily, including residents and visitors. Yesterday marked two months since the state’s mandatory 14-day self-quarantine started for all passengers arriving in Hawaii from out of state. The quarantine order was expanded on April 1st to include interisland travelers. This table shows the number of people who arrived by air from out of state yesterday and does not include interisland travel. At the direction of the President of the United States, Gov. David Ige has ordered that the United States flag and the Hawai‘i state flag will be flown at half-staff at the State Capitol and upon all state offices and agencies as well as the Hawai‘i National Guard in the State of Hawai‘i, immediately -- until sunset on Sunday, May 24, 2020. This action is a mark of respect for the victims of the novel coronavirus pandemic. In addition – Gov. Ige orders the United States flag and the Hawai‘i state flag be flown at half-staff at the State Capitol and upon all state offices and agencies as well as the Hawai‘i National Guard in the State of Hawai‘i, on Memorial Day, Monday, May 25, 2020 until noon.
