- SHORELINE REPAIR WORK ON KAMEHAMEHA HIGHWAY IN KAAAWA BEGINS MONDAY, OCT. 5
The Hawaii Department of Transportation (HDOT) notifies Oahu motorists that the northbound lane on Kamehameha Highway will be closed from Kualoa Regional Park to Kaaawa Valley Road on Monday Oct. 5, 2020, through Friday, Oct. 9, 2020, from 7 a.m. to 6 p.m., for shoreline repair work on the makai shoulder lane. Motorists will be contraflowed in the southbound lane and flaggers will be stationed at each end of the closure to direct traffic. The shoulder repair work will reset the shoreline protection measures following the high surf season. Work has been scheduled over the next two weeks, on Monday through Friday, with extended working hours from 7 a.m. to 6 p.m., daily. The extended schedule will allow construction to complete work in two weeks as opposed to three weeks, during the stay at home order. Special duty police officers will be on site assisting with traffic control and safety procedures and first responders and emergency vehicles will be let through the work zone. HDOT advises motorists to plan ahead and allow for extra travel time to get to their destinations. - RUNWAY 4R WILL BE TEMPORARILY CLOSED FOR CONSTRUCTION AT HNL ON OCTOBER 4-5, 2020
The Hawaii Department of Transportation (HDOT) Airports Division advises Oahu residents that Runway 4R will be closed for runway and airfield improvements at the Daniel K. Inouye International Airport (HNL) on Sunday, Oct. 4, 2020 and Monday, Oct. 5, 2020 from 5 p.m. to midnight, nightly. During closure hours, flights will be directed to use Runway 8L which may increase the amount of air traffic over the Ewa Plains. HDOT appreciates the community’s understanding while the work to provide improved facilities is underway.
- Honolulu Hale to be illuminated red for Fire Prevention Week
Mayor Kirk Caldwell has requested that Honolulu Hale be illuminated red from the evening of Sunday, October 4, to the morning of Sunday, October 11, in recognition of Fire Prevention Week. The theme of this year’s Fire Prevention Week is “Serve Up Fire Safety in the Kitchen,” promoting cooking safety. “This year’s focus on cooking safety is particularly timely as people do more cooking and entertaining at home,” said Mayor Caldwell. “As people do more cooking at home, the potential for home cooking fires will increase as well.” Cooking is the leading cause of home fires and home fire injuries. Unattended cooking is the leading cause of fires in the kitchen. In 2019, the National Fire Protection Association (NFPA) informed that U.S. fire departments responded to 361,500 home fires. U.S. home fires resulted in 2,870 civilian deaths, representing 77 percent of all U.S. fire deaths. Honolulu residents are urged to keep a close eye on what you are cooking; never leave cooking unattended. Keep anything that can catch fire such as oven mitts, wooden utensils, food packaging, towels, or curtains at least three feet away from your stovetop. Be attentive while cooking. If you are sleepy or have consumed alcohol, do not use the stove or stovetop.

The Department of Public Works and Goodfellow Bros. LLC., are announcing that Maluhia Road is scheduled to close from Oct. 5 to Oct. 9 during daylight hours, approximately from 7 a.m. to 5 p.m. Dates and times are subject to change depending on weather and other factors. The scope of the work includes paving of Maluhia Road. As a reminder, trucks with three axles or more are prohibited from using Ōma‘o Road as a through road from Kaumuali‘i Highway to Kōloa Road or from Kōloa Road to Kaumuali‘i Highway. - Dept. of Public Safety News Release: Statewide testing at all facilities underway.
The Hawaii Department of Public Safety (PSD) Health Care Division is working with the Hawaii Department of Health (DOH) to conduct mass testing for COVID-19 at all correctional facilities statewide. The Women’s Community Correctional Center (WCCC) health care and security staff have begun inmate testing. All 84 inmate test results' received so far were negative. The 7 Halawa Correctional Facility staff results received today were all negative. Mass testing at the Oahu Community Correctional Center (OCCC) continues with the help of DOH and the Hawaii National Guard. All 47 OCCC staff results received were negative. Of the 72 OCCC inmate results received, 5 were positive and 67 were negative. There are currently no inmates hospitalized. The number of recovered inmates has increased to 312. More than 1,000 people have signed up for OahuBackToWork.com; people considering free job training urged to visit site In less than 24 hours after the launch of the OahuBacktoWork.com website, more than 1,000 Oʻahu residents enrolled in free job training classes offered by the City and County of Honolulu and the University of Hawaiʻi. The goal is to provide 2,000 trainings for qualified applicants. The program was announced Monday. “I thank everyone who has signed up and the future enrollees for contributing to the recovery of our island home,” said Mayor Kirk Caldwell. “I encourage everyone who is thinking about acquiring new skills in this COVID economy to visit OahuBacktoWork.com.” To qualify, a person must be an adult living on Oʻahu whose employment was disrupted by COVID-19 impacts such as lost hours, furloughs or job loss. “The University of Hawaiʻi is committed to providing the training and education that our residents need,” said UH President David Lassner. “O‘ahu Back to Work helps struggling individuals and, by preparing them for today’s jobs, bolsters the state’s economic recovery." More than 100 courses are available at the University of Hawai‘i community colleges and the UH Mānoa Outreach College in a diverse range from healthcare to technology and security guard to skilled trades. University officials noted that there is a wide variety of classes, and people can only sign up for one class of 40 hours or more or two classes of shorter durations. Oʻahu Back to Work is a short-term employment training program. Classes run from October 5, 2020 to December 30, 2020. - SENATE SPECIAL COMMITTEE ON COVID-19 CONVENES TO ASSESS STATEWIDE TESTING CAPACITY AND PROCEDURES
On Wednesday, September 30, 2020 the Hawai’i Senate Special Committee on COVID-19 performed a site visit of three local laboratories located on the island of Oahu with the purpose of learning more about the testing capacity, policies, and procedures used among each of the labs. Members of the Committee were able to receive informational tours of Oahu's primary laboratory facilities of the Department of Health's Laboratory Division, Clinical Laboratories of Hawaii, and Diagnostic Laboratory Services. The committee discussed the current and future testing capacity of each facility, as well as where the state should invest in additional infrastructure and resources. “As we begin to consider easing some of the restrictions levied on our state, we must first be assured that we are in the right capacity to deal with any consequences, should we face a surge,” said Senator Donovan Dela Cruz. “My committee colleagues and I wanted to see firsthand the ability of these labs to handle a resurgence in case numbers, and what procedures are in place in order to prevent further complications during these already uncertain times.”
- CDC News Release: Cruise Ship No Sail Order Extended Through October 31, 2020
The Centers for Disease Control and Prevention (CDC) announced today the extension of a No Sail Order for cruise ships through October 31, 2020. This order continues to suspend passenger operations on cruise ships with the capacity to carry at least 250 passengers in waters subject to U.S. jurisdiction. Cumulative surveillance data reported to CDC from March 1 through September 29, 2020, shows at least 3,689 COVID-19 or COVID-like illness cases on cruise ships in U.S. waters, in addition to at least 41 reported deaths. We recognize these numbers are likely incomplete and an underestimate. Recent outbreaks on cruise ships overseas provide current evidence that cruise ship travel continues to transmit and amplify the spread of SARS-CoV-2, the virus that causes COVID-19,—even when ships sail at reduced passenger capacities—and would likely spread the infection into U.S. communities if passenger operations were to resume prematurely in the United States. The challenges described in the No Sail Order highlight the need for further action before cruise ships can safely resume passenger operations in the United States. Recent passenger voyages in foreign countries continue to have outbreaks, despite cruise ship operators having extensive health and safety protocols to prevent the transmission of SARS-CoV-2 on board and spread to communities where passengers disembark. When health and safety protocols were apparently observed, resuming passenger operations significantly burdened public health authorities by creating the need for additional SARS-CoV-2 testing, isolation of infected travelers, contact tracing, and quarantine of exposed people. The continued spread of the COVID-19 pandemic worldwide, risk of resurgence in countries that have suppressed transmission, ongoing concerns related to restarting of cruising internationally, and need for additional time to assess industry measures to control potential SARS-CoV-2 transmission on board cruise ships with passengers without burdening public health, support continuation of the No Sail Order at this time. On cruise ships, passengers and crew share spaces that are more crowded than most urban settings. Data show that when only essential crew are on board, ongoing spread of SARS-CoV-2 still occurs. If unrestricted cruise ship passenger operations were permitted to resume, passengers and crew on board would be at increased risk of SARS-CoV-2 infection and those that work or travel on cruise ships would place substantial unnecessary risk on healthcare workers, port personnel and federal partners (i.e., Customs and Border Protection and the U.S. Coast Guard), and the communities they return to. This Order will remain in effect until the earliest of: The expiration of the Secretary of Health and Human Services’ declaration that COVID-19 constitutes a public health emergency, The CDC Director rescinds or modifies the order based on specific public health or other considerations, or October 31, 2020. CDC will continue to update its guidance and recommendations to specify basic safety standards and public health interventions based on the best scientific evidence available.
