  • Rent Relief & Housing Assistance Program

    The purpose of the State of Hawaii’s Rent Relief and Housing Assistance Program is to provide assistance to renters who have experienced or are facing a reduction in income because of the disruption caused by the COVID-19 pandemic and are at risk of eviction. The program provides renters with monthly rent, as well as financial counseling. Funded by a portion of the Federal CARES Act, the program is administered by nonprofit partners Catholic Charities Hawaii and Aloha United Way. UPDATE: Applications for assistance are currently being accepted for rent payments due between August 1 and December 28, 2020. The Rent Relief and Housing Assistance Program will end on December 28, 2020. FOR ELIGIBLE RENTERS Monthly rent payments of up to $2,000 per household residing in the City and County of Honolulu, or $1,500 per household residing in the Counties of Hawaii, Maui or Kauai. 𝐀𝐧𝐲 applicable financial counseling and assistance with rent payment plans or rent negotiation. Final details are being worked out on a program to cover rents and mortgages from March 1, 2020. Once the program is set, we will make a formal announcement. PROGRAM ELIGIBILITY You can apply for the State of Hawaii Rent Relief and Housing Assistance Program if you: Are a full-time Hawaii resident. Have proof of valid and current tenancy for a primary residence in the State of Hawaii. Are 18 years of age or older. Can demonstrate a loss of income directly resulting from the COVID-19 pandemic. Can demonstrate that your current household income does not exceed 100% Area Median Income, as defined by Department of Housing and Urban Development (HUD) 2020 Income Limits. (See table below) Contractors will ensure that applicants meet all eligibility requirements and qualifications for program assistance. HOW ARE PAYMENTS MADE? All payments from the State of Hawaii Rent Relief and Housing Assistance Program are made directly to landlords. FOR ELIGIBLE RENTERS Monthly rent payments of up to $2,000 per household residing in the City and County of Honolulu, or $1,500 per household residing in the Counties of Hawaii, Maui or Kauai, are made directly to landlords for eligible primary residences in the State of Hawaii. Rent payments will not exceed the actual rent owed by applicant. Payments can be made in lump sum amounts for up to three months at a time, and for payments due from August 1 through December 28, 2020, without a need to recertify income.   • Employee at driver licensing center contracts coronavirus

    The city’s Department of Customer Services confirms that a licensing clerk is its first employee to test positive for the coronavirus. The employee, who is now under self-quarantine, works at the Koolau Driver Licensing Center, which has been closed to the public for in-person visits since Aug. 27. For that reason, there was no exposure to the public through this incident. The employee was asymptomatic, but received a positive result after participating in the city’s recent surge testing efforts last week. The office remains closed in support of Mayor Kirk Caldwell’s stay-at-home orders, which remain in effect through Sept. 23. “We are supporting the individual who is recovering,” said Sheri Kajiwara, director of the city’s Department of Customer Services. “We are following all guidelines from local officials and are taking extreme measures to ensure the safety of our employees as well the public as we prepare to reopen.”

  • Governor Ige appoints “Special Master” to assess Public Safety Department

    Gov. David Ige announced today that he has appointed Edmund (“Fred”) Hyun to serve as the Governor’s Special Master to assist in overseeing the State Department of Public Safety. Hyun is the current chair of the Paroling Authority. Effective immediately and through the month of September, he will serve as special master of the department. He will continue in his position as chair of the Paroling Authority while serving as the special master. “Managing our overcrowded, aging, chronically understaffed correctional facilities is one of the toughest jobs in the state. The COVID-19 pandemic makes the job even more difficult. I have directed Fred to conduct a top-to-bottom assessment of the Department of Public Safety and to work with Dep. Director Maria Cook to implement any needed changes to enable it to operate more effectively,” said Gov. Ige. Hyun will be assessing the operations of the administration, corrections and law enforcement divisions, including strengths and weaknesses. He is also tasked with investigating the concerns the unions raised about the department’s COVID-19 response. Following his assessment, he will be making recommendations to address any areas of concern and prioritize potential mitigation measures. “Fred has an extensive and respected professional background in both adult and youth corrections and has served as chair of the Paroling Authority for the past 4 years. I’m confident he has the experience and ability to meet this very challenging task,” said Gov. Ige. “I appreciate the trust and confidence bestowed on me by Gov. Ige. I believe in PSD’s mission and look forward to working with everyone in the PSD ʻOhana,” said Hyun. Hyun was born and raised on the island of O‘ahu where he attended the University Lab Schools. He graduated from the University of Hawai‘i at Mānoa with a degree in psychology and later earned a master’s degree in social work. After completing his undergraduate requirements, Hyun served in the Hawai‘i Air National Guard. Following his initial active duty, he was hired by the Hawai‘i Youth Correctional Facility as a Youth Corrections Officer where he started the first halfway house for committed wards. He then was hired as a Supervisor with the Oʻahu Intake Service Center to address jail overcrowding. He became the Hawaiʻi Intake Service Center Manager until his retirement from Public Safety in 2003. Upon his retirement, Hyun worked in private security until he was hired by the Honolulu Liquor Commission.

  • Kona District Courtroom Closed Through September 14

    In response to updated guidance from the Department of Health, Kona District Court traffic, criminal, small claims, and regular claims cases will be postponed until after Sept. 14 due to courtroom staff being directed to self-quarantine. The only exceptions are temporary restraining order cases, preliminary hearings, and any emergency matters, which will be heard as scheduled in Courtroom 2C​. The custody cases will be heard in Hilo. The Keahuolu Courthouse will be open for Family Court and Circuit Court matters, as well as general court services. Late last Thursday, a Keahuolu Courthouse employee received a positive COVID-19 test result and the Kona District Courtroom has been closed since Friday. Individuals with cases needing to be rescheduled are being notified. In addition, staff will be stationed outside the courthouse on Tuesday to assist those with District Court matters. “We sincerely apologize to anyone who is inconvenienced,” said Third Circuit Chief Judge Robert D. Kim. “Unfortunately, our staffing limitations preclude us from conducting the vast majority of District Court cases while the core staff is on self-quarantine at home.     On today’s update of COVID-19, the number of active cases, on Hawaii Island, reported and monitored by the Department of Health is two hundred and nineteen (219). There are Thirty-five (35) new cases of Coronavirus on Hawaii Island. All individuals associated with a gathering at Milolii have been identified and contacted by the Department of Health. All positive cases from this cluster are now isolated and being monitored by the Department of Health. The investigation of this cluster is ongoing. At this date, for Hawaii Island, eight (8) are hospitalized and four deaths have been reported. All four are from the Yukio Okutsu Veteran’s Home. The Country thanks you for your service. For your information, an `Ohana food service is scheduled today in South Kohala at the Waimea District Park. Distribution begins at 10:00 this morning.   • Hawai'i Traffic Safety Partners urge everyone to be safe this Labor Day weekend

    The Hawaii Department of Transportation (HDOT), in collaboration with the Hawaii Trauma System, first responders, and other traffic safety partners statewide, urge everyone to limit driving for only essential activities during the Labor Day Weekend. “Let’s honor all frontline workers working this Labor Day weekend by limiting driving to essential trips,” Hawaii Department of Transportation Deputy Director of Highways Ed Sniffen said. “If you must drive, we ask you to take measures to stay safe and avoid tragedy on our roads. You can do this by slowing down, wearing your seat belt, and driving sober to help us all get home safely.” Although fewer cars are on our roadways, there has been a significant increase in excessive speeding and aggressive driving, and Hawaii is still seeing fatal crashes occurring in all counties. According to preliminary state data, our State has recorded 60 traffic fatalities, compared to 71 at the same time last year even with an average 30-percent reduction in traffic volume during the respective state and county COVID-19 orders. “As the State and counties move towards reducing the spread and impact of COVID-19, our first responders and trauma providers on the frontlines are overwhelmed with helping our communities combat this virus, as well as addressing other types of injuries and trauma,” Strategic Highway Safety Plan Core Committee chairperson Kari Benes said. “Handling a relatively high level of preventable traffic-related injuries adds to this burden and may stretch already limited healthcare resources.” Hawaii’s health care workers, first responders, the Hawaii Department of Transportation, the Hawaii Department of Health, county police departments, MADD Hawaii and many other stakeholders are working collaboratively to address our communities’ most pressing traffic safety issues, including speeding and impaired driving. This multidisciplinary group collaborated to create the Hawaii Strategic Highway Safety Plan (SHSP), a five-year plan that embraces the five Es of safety – engineering, education, enforcement, emergency medical services and everyone else – and provides strategies to improve safety on all of Hawaii’s public roads.   • Hiker rescued near Hanakoa Valley on Sunday

    Firefighters rescued a 25-year-old hiker on the Kalalau Trail near Hanakoa Valley on Thursday afternoon. At approximately 12:40 p.m. on Thursday, firefighters received a call of an injured hiker who suffered from possible heat exhaustion on the Kalalau Trail near Hanakoa Valley. At approximately 1:10 p.m., Rescue 3 aboard Air 1 located the female resident and her hiking party. After contacting and assessing the hiker, first responders determined that she could walk to the helicopter’s landing zone with the assistance of the rescue crew. The hiker was airlifted and later dropped off at Princeville Airport to awaiting medical personal and firefighters from the Hanalei fire station. The scene was cleared at approximately 2:40 p.m.
