    Department of Health: Four Additional Deaths and 265 New Cases Today Three (3) O‘ahu residents and one (1) Maui resident are the latest to die from coronavirus. On O‘ahu, two men, both with underlying medical conditions and both who had been hospitalized passed. One was 70 to 79 years-old and the other was older than 80. A woman, from O‘ahu, aged 70 to 79 years-old, hospitalized with underlying conditions was the third victim on the island in today’s report. A woman on Maui, older than 80, hospitalized and with underlying health conditions was that island's single reported fatality today. The COVID-19 statewide death toll now stands at 59.   • Hawai'i Island Civil Defense News Release: COVID-19 update for August 29, 2020 (Morning)

    This is a COVID-19 informational update for Saturday morning, August 29th from the Hawai'i County Civil Defense. On today’s update of COVID-19, the number of active cases, on Hawaii Island, reported and monitored by the Department of Health is one hundred and sixteen (116). There are twenty-six (26) new cases of Coronavirus on Hawaii Island. These cases are now isolated and monitored by the Department of Health. At this date, for Hawaii Island, thirteen (13) are hospitalized. For your information, there are two drive up testing sites today. First, in Hilo at the Prince Kuhio Shopping Mall parking lot across from Macy’s. Hours are from 9:00 in the morning ‘til 1:00 this afternoon. Second, in South Kohala at the Waikoloa Elementary and Middle School. Hours are from 9:00 in the morning ‘til 1:00 this afternoon. In efforts to control the spread of Coronavirus, the Hawaii Police Department will be increasing their patrols and enforcement of the preventive policies of wearing face coverings, distancing and gatherings. The situation in Hilo is a very serious one and we all need to do our part to keep Hawaii safe. The Districts of Kohala, Kona, Kau, and Hamakua are doing very well, but this is not the time to be complacent. We need you to continue to follow the preventative polices to keep your family, friends, and community safe. With your help we will stop the spread of the virus and make Hawaii a safe place.   • Gov. releases Intent to Veto list,Coronavirus Aid,Relief,Economic Security Act (CARES) Spending Plan

    Gov. David Ige has notified legislative leaders and key lawmakers of his Intent to Veto the following 6 measures. The Hawai‘i State Constitution requires the governor to notify the Legislature of the bills he intends to veto not later than the 35th day after adjournment, which is August 31st. On September 15, any measure that the governor has not signed or not vetoed will become law without his signature. INTENT TO VETO LIST: HB1523 RELATING TO THE DEPARTMENT OF EDUCATION BUDGET. This measure provides funding to the Department of Education utilizing Coronavirus Air, Relief, and Economic Security Act funding to purchase devices for schools with student populations of fifty per cent or greater or reduced price lunch for the period from July 1, 20202 to December 30, 2020. Rationale: This measure is not necessary as the Department of Education has received funds via the Governor’s discretionary funding for this purpose which does not limit the schools that are eligible. HB1846 RELATING TO ENERGY EFFICIENCY. This bill mandates that all State facilities with an area of ten thousand square feet or more (not including Aloha Stadium) implement all cost-effective energy efficiency measures by January 1, 2024; that the State Energy Office be tasked with collecting all utility bill and energy usage data for state-owned facilities monthly and making such information available in a publicly accessible format; and that beginning July 1, 2020, if feasible and cost-effective, designs for all new state building construction must maximize energy and water efficiency, energy generation potential, and use of building materials that reduce the project’s carbon footprint. Rationale: The State is already in the process of implementing the energy efficiency changes that the bill addresses. The bill does not clearly define energy efficiency and the word “all” creates a possibly unrealistic expectation that could open the State to lawsuits. Additionally, there are concerns that contractors employed under this legislation will be able to benefit from both the contract paid for by tax-payer dollars as well as tax credits associated with the kind of work done with no assurance that the overall cost of the project will be adjusted appropriately. HB2124 RELATING TO THE CODE OF ETHICS. This measure Amends the State Ethics Code to prohibit the Governor, Lieutenant Governor, and other high-level government officials from representing any person or business for a fee or other compensation regarding any legislative or administrative action for 12 months after termination from respective position. Rationale: The additional restrictions put on volunteer boards and commissions members who fulfill an important role in protecting our community through their service will make it significantly more challenging to recruit for already difficult to fill positions. SB2206 RELATING TO HOMELESSNESS. This bill authorizes the Board of Land and Natural Resources to issue revocable month-to-month temporary permits for the emergency sheltering of homeless persons on state lands up until ninety days after the emergency relief period specified in the Governor's final Supplementary Proclamation relating to the COVID-19 emergency, irrespective of any separate proclamation terminating the disaster emergency relief period in the Governor's final Supplementary Proclamation relating to the COVID-19 emergency. Rationale: Under emergency proclamation, the Governor already has the ability to take the necessary actions to implement the purpose of this bill. As written this bill exposes the state to liability. SB2523 RELATING TO PUBLIC SAFETY. This requires the Department of Public Safety to expand certain appropriated funds during fiscal year 2020-2021 for the community-based work furlough program for female inmates. Rationale: The measure is not required because the Department of Public Safety is already in the process of awarding a contract to a community-based furlough program. Furthermore, enacting this measure would jeopardize public safety as it restricted the department from expending payroll and operating costs. SB2638 RELATING TO DOMESTIC VIOLENCE. This bill establishes a 5-year pilot program intended to strengthen government response to domestic violence and increase offender accountability; amends the offense of abuse of family or household members to provide for a petty misdemeanor offense; allows a deferred acceptance of guilty or no contest plea in cases involving petty misdemeanor or misdemeanor abuse offenses; requires the court to revoke the defendant's probation or set aside the defendant's deferred acceptance of guilty plea and enter an adjudication of guilt in specific instances outlined. Rationale: Currently any person convicted of an abuse offense is prohibited from owning or possessing any firearm. Of grave concern with this bill is that abusers who are granted and complete a term of deferral would not be subject to the firearm prohibition because a deferral is not a conviction. This would allow abusers to own and possess a firearm. Coronavirus Air, Relief, and Economic Security Act (CARES Act) Spend Plan On July 31, 2020, Governor Ige returned SB126 with line item vetoes. Of the $321,000,000 that was struck from the bill the Governor intends to utilize the funding for the following priorities: Funding for State share of disaster response, as required by law Expanded supplies of personal protective equipment and cleaning supplies for entities that were not identified in the bill Public health education Personnel, testing and tracing related to the pandemic response Expanded capabilities of the public safety facilities and personnel to include, but not limited to treatment and quarantine facilities, medical staff and enhanced cleaning activities Additional support to counties for programs supporting residents and businesses Pay back to the unemployment trust fund to help reduce the burden to businesses

  • Red Flag Warning issued for leeward Kaua‘i, Ni‘ihau

    News Release from the Kaua'i Emergency Management Agency: The National Weather Service has issued a Red Flag Warning for the leeward portions of Kaua‘i and Ni‘ihau, in effect from 10:00 a.m. Sunday, Aug. 30, until 6:00 p.m., Monday, Aug. 31. The warning may be extended, dropped or modified as conditions develop. A Red Flag Warning means that critical fire weather conditions are either occurring now or will occur shortly. A combination of strong winds, low relative humidity, and warm temperatures can contribute to extreme fire behavior. A Red Flag Warning does not predict new fire starts. Any fires that develop will likely spread rapidly in these conditions, according to the National Weather Service. The public should not participate in any outdoor burning.   • Hawai'i Passenger Arrivals by Air Report for August 30, 2020

    August 30, 2020 Hawai'i Tourism Authority News Release Yesterday, 1,585 people arrived in Hawaii. During this same time last year approximately 28,000 passengers arrived in Hawaii daily, including residents and visitors. The state’s mandatory 14-day self-quarantine started on March 26th for all passengers arriving in Hawaii from out of state. This table shows the number of people who arrived by air from out of state yesterday and does not include interisland travel. This data was collected from the Hawaii Department of Transportation’s (DOT) Mandatory Travel Declaration Form.

There are thirty-nine (39) new cases of Coronavirus on Hawaii Island. These cases are now isolated and monitored by the Department of Health. At this date, for Hawaii Island, eighteen (18) are hospitalized and sadly one death has been reported. For your information, there is a drive up testing today in Hilo at the Prince Kuhio Shopping Mall parking lot across from Macy’s. Hours are from 9:00 in the morning ‘til 1:00 this afternoon. Remember the purpose of testing is to identify positive cases as early as possible and in this way help stop the spread of the virus. The turn-out along with the courtesy and patience of the people in Hilo has been tremendous. The County of Hawaii is very appreciative of the teamwork with the Department of Health, National Guard, and the Community of Hawaii. THANK YOU.   • Section of Brigg Road to close August 26 through September 18

    Updated: The Hawaii Department of Transportation (HDOT) notifies the public that both directions of Brigg Road fronting the Foreign Trade Zone Building will be closed continuously from 7 a.m. Wednesday, Aug. 26 through 5 p.m. Wednesday, Sept. 18 for waterline installation. The closure is needed to support the Hilo International Airport West Ramp Demolition project. During the closure, access will be allowed for emergency response vehicles only. The driveway to the Foreign Trade Zone Building will not be blocked; however, other road users looking to access facilities past the Foreign Trade Zone Building should access Brigg Road via Railroad Avenue. A map showing the area to be closed can be seen here. HDOT appreciates the patience of the public as we work to improve our facilities.

  • Temporary traffic pattern shift on Keaau-Pahoa Road (Highway 130) and Ainaloa Boulevard

    The Hawaii Department of Transportation (HDOT) notifies Puna motorists of a temporary change in the traffic pattern on Keaau-Pahoa Road (Highway 130) at its intersection with Ainaloa Boulevard for the Ainaloa Roundabout project beginning Monday, Aug. 31. The traffic pattern shift will use physical barriers to direct traffic around the work zone. This will facilitate the safe construction of the roundabout while allowing both lanes to remain open. Electronic message boards have been posted on Keaau-Pahoa Road approaching the work zone to notify motorists of the change in lane configuration. Motorists are asked to drive with caution through the area and observe the 35-mph construction speed limit. The Ainaloa Roundabout is anticipated to be completed in early 2021, weather permitting.

Alternating traffic will be routed through the open lane. 2) ELEELE Shoulder closure on Kaumualii Highway (Route 50) in the eastbound direction between mile markers 15.9 and 16.6, Iona Road and Eleele Road, on Tuesday, September 1, through Wednesday, September 2, from 8 a.m. to 3:30 p.m., for shoulder paving. 3) WAIMEA Single lane closure on Kaumualii Highway (Route 50) in the westbound direction between mile markers 22.8 and 23.2, Ola Road and Huakai Road, on Tuesday, September 1, through Thursday, September 3, from 2 p.m. to 7 p.m., for sewer work. For safety during the shift to the temporary bridge, right turns off Kuhio Highway onto Mailihuna Road are not permitted. Access to Kapahi is recommended via the Kawaihau Road or Hauala Road detours. 3) ANAHOLA (NIGHT WORK) Single lane closure on Kuhio Highway (Route 56) in both directions between mile markers 15.5 and 16.7, Papaa Road and Kahiliholo Road, on Sunday evening, August 30, through Friday morning, September 4, from 6 p.m. to 6 a.m., for installation of rumble strip and striping work.
