- Marine debris cleanups successful thanks to community efforts
Last week, the DLNR Divisions of Aquatic Resources (DAR), State Parks (SP), the Hawai‘i Wildlife Fund, local businesses, and members of the community, conducted two separate marine debris cleanups in West Hawai‘i. These efforts were great examples of State employees, non-profit organizations and individuals working together to keep beaches and reefs clean and beautiful. More than 1,200 pounds of nets and other debris were removed and transported for disposal and research. The first was a derelict fishing net bundle that was reported on the beach at Keawaiki, by a Ke Kai Ola volunteer. The landowner provided access to this remote North Kona shoreline, and the net was hauled off the beach. The removal crew followed up with a sweep of the beach for any remaining net pieces and other rubbish. This material was estimated to weigh around 130 pounds. The second was a large cargo-type net covering a shallow reef in Puakō Bay that was reported to DLNR by Kelly Nedved of LightSUP Hawai‘i. With her help, DAR divers conducted an initial assessment of the net and what it would take to remove it from the reef. Later a full removal operation was conducted that involved five DAR employees and nine community volunteers. DAR free divers worked to cut the net and remove it from the reef, careful to minimize damage to corals and live rock. Volunteers shuttled the net pieces back to shore and into a truck. LightSUP Hawai‘i and Hawai‘i Surf and Kayak donated the use of stand-up paddleboards and kayaks for the operation. The removal team estimated that over 1,000 pounds of netting were taken off of the reef over a four-hour period. During this operation, divers found several small coral colonies growing in and around the netting. These colonies were carefully removed and placed back onto the reef where they will hopefully continue to grow. Both nets will be taken by the Hawai‘i Wildlife Fund and will be saved for a partner at Hawai‘i Pacific University to aid in marine debris research. Any derelict net or line bundles recovered from the shore or ocean, can be deposited in designated bins outside the DAR offices in Kona (at Honokōhau) and Hilo (Wailoa Fisheries Research Station) for contribution to the NOAA Nets to Energy partnership. - Hawai'i Island COVID-19 update for August 24, 2020
Civil Defense Message from the Hawai'i County Alerts and Notifications Center On today’s update of COVID-19, the number of active cases, on Hawaii Island, monitored by the Department of Health is fifty-six. There are eleven new cases of Coronavirus on Hawaii Island. These cases are now isolated and monitored by the Department of Health. At this date, for Hawaii Island, four are hospitalized. An active case is defined as an individual who has tested positive for the Coronavirus and is presently monitored by the Department of Health. For your information, two drive through testing sites are scheduled for today; the first, in North Kona at the Keauhou Shopping Center. Hours are from 9:00 in the morning ‘til noon and the second in Hilo at the Keaukaha Gym from 9:00 in the morning ‘til 1:00 this afternoon. Hawaii Island has seen large daily increases of positive cases for the past three weeks. Health data shows the majority of these new cases have been identified as Hilo based gatherings where people were disregarding the policies of prevention. The Police Department will be stepping up their enforcement of the prevention policies. A review is underway to see what policy changes need to occur to address the growing spread of this virus. At this time, indoor and outdoor gatherings are limited to no more than ten (10) persons. This does not apply to family gatherings of the same household, nor to faith based worship services. - Department of Public Safety COVID-19 Update for August 21, 2020
Two (2) additional Oahu Community Correctional Center (OCCC) inmates and 1 adult corrections officer (ACO) tested positive for COVID-19. The Department of Public Safety (PSD) coordinated with the Department of Health (DOH) to conduct mass testing of all OCCC inmates in each of the 19 individual housing units there. PSD received 153 more inmate test results. Two (2) were positive and 151 were negative. The initial round of mass testing was completed Thursday. The Department of Health will be conducting follow up testing of all inmates at OCCC in the coming weeks. 49 OCCC staff test results have also been reported. 1 was positive and 48 were negative. All transports to court from all Oahu facilities are suspended through Friday, August 28. Video hearings will still be accommodated to the extent possible and as legally permissible. PSD is in constant contact with the Judiciary to assure the safety of all staff and inmates involved. PSD will continue to closely monitor the spread of COVID-19 and make additional operational and preventative decisions as the situation evolves. - Three HIDOE schools connected to positive COVID-19 case involving service provider
Out of an abundance of caution, staff and parents of students who may have come into close contact with this individual have already been notified. The Hawaii State Department of Education (HIDOE) was made aware today of a COVID-19 case involving a contracted service provider who visited three Oahu campuses — Campbell High, Ewa Makai Middle and Waipahu Elementary schools — on Aug. 19 and 20. At each school, the individual’s interaction with students and staff was limited to a small group in one classroom. Out of an abundance of caution, staff and parents of students who may have come into close contact with this individual have already been notified. Letters were also distributed to all staff and families at the three campuses. As a reminder, the Hawaii Department of Health (DOH) is the lead agency responsible for officially notifying individuals who may have been exposed. “We are working closely with the impacted schools and the service provider to ensure we are taking the necessary steps to protect our children and employees,” Superintendent Dr. Christina Kishimoto said. “The impacted areas were closed immediately and the Department’s COVID-19 Response Team is coordinating cleaning and disinfection services for this evening.” The Department urges all staff, service providers, parents and students to perform a wellness check prior to arrival at a HIDOE campus or office, http://bit.ly/HIDOEWellnessCheck. If an individual is exhibiting any symptoms or if they have been directed to quarantine by DOH, they should not come on campus. - Hawai‘i COVID-19 Cases Update for August 21, 2020
On 8/21/2020, the Hawai‘i Department of Health reported 230 new positive cases. Two of the cases are on Kaua‘i, 6 are on Maui, 13 are on Hawai‘i Island, and 209 are on O‘ahu for a cumulative total of 6,072 cases statewide (reported since 2/28/2020). Two previous cases were removed due to updated laboratory information. A total of 173,550 individuals have been tested in the state. Current Situation in Hawaii We continue to see cases associated with the remaining bars that are still open. It is difficult to wear a mask while drinking and as people become impaired, they naturally stop physically distancing and begin to congregate together. We have heard reports that people are still doing rigorous activities in gyms while wearing masks. This may be contributing to spread of infection as the consistency of mask wearing is unclear, specifically if they are worn all the time or correctly. The effectiveness of mask wearing while the mask is wet with sweat or vapor is unclear at this time. Some gyms have done a good job with rigorous protocols for cleaning, spacing etc., while others are problematic as we’ve seen in, for example, a circuit gym cluster. Lastly and especially, we continue to see COVID-19 clusters involving parties or gatherings in private homes (e.g., birthday party, funeral, religious gather etc.). These gatherings have no masking and no distancing, mostly involving families and friends. There have been 6,072 cases of COVID-19 identified in Hawaii. - Hawai'i Passenger Arrivals by Air Report for August 21, 2020
The Hawai'i Tourism Authority reported that yesterday, 2,610 people arrived in Hawai'i. During this same time last year approximately 35,000 passengers arrived in Hawai'i daily, including residents and visitors. Yesterday marked 21 weeks since the state’s mandatory 14-day self-quarantine started for all passengers arriving in Hawai'i from out of state. This table below shows the number of people who arrived by air from out of state yesterday and does not include interisland travel. This data was collected from the Hawai'i Department of Transportation’s (DOT) Mandatory Travel Declaration Form.
- Temperature screening equipment installed at all gates at Hawaii's five busiest airports
The Hawaii Department of Transportation (HDOT) is happy to announce that phase two of the new thermal temperature screening equipment installation has been completed at Hawaii’s five airports that accept trans-Pacific flights. A total of 133 cameras statewide are operational and available to detect people with a body temperature of 100.4 degrees and above. The equipment is now installed at all gates and departure security checkpoints at the Daniel K. Inouye International Airport (HNL), Kahului Airport (OGG), Lihue Airport (LIH), Ellison Onizuka Kona International Airport at Keahole (KOA) and Hilo International Airport (ITO). HDOT and the NEC team, including NEC Corporation and NEC Corporation of America have completed phases one and two of the project. Phase one installed 36 cameras and equipment at the gates currently in use for trans-Pacific flights. Phase two installed 97 more cameras and equipment at all remaining gates and departure security checkpoints. Not all gates are currently in use due to lower than normal flight volume; however, the equipment is ready and available when the gates return to use. Phase three will add the facial imaging technology and is scheduled to be completed by Dec. 31, 2020. Members of the Hawaii National Guard and HDOT employees have been trained statewide to operate and monitor the equipment. Passengers used to stop to have their temperature taken by hand held thermometers. They are now able to deplane the aircraft without stopping. An alert on the monitor will appear if someone is detected to have a temperature of 100.4 degrees or higher. The Hawaii National Guard member or an airport representative will then pull that passenger aside for further evaluation. American Medical Response (AMR) paramedics or the Aircraft Rescue Fire Fighting (ARFF) units stationed at the airport will verify the passenger’s temperature. The passenger will be offered a COVID-19 test and the person’s contact information will be collected to provide to the Hawaii Department of Health for contact tracing, if necessary. - Highway safety reminder: Act with Care and Drive with Care
The Hawaii Department of Transportation (HDOT) is reactivating Dynamic Message Signs on Oahu for COVID-19 messaging. The first message was posted Thursday, Aug. 20 and reminds those driving past that we must act with care to protect our ohana from COVID-19. HDOT is also asking motorists to drive with care. Even though traffic volumes continue to track between 20 to 30-percent below average, traffic fatality statistics are not reflecting the reduction of cars on the road. “What we’re seeing now is an increase in speeding and aggressive driving. As a result, in vehicle fatalities are tracking higher than last year,” said Hawaii Department of Transportation Deputy Director for Highways Ed Sniffen. “With fewer vehicles on the road right now due to COVID this shouldn’t be the case. We urge everyone to watch your speed and be aware of other road users.” Fatality statistics for those using the roads as bicyclists and pedestrians are tracking lower than this time last year even as many are out on the road for exercise. HDOT thanks the public for acting with care when it comes to these vulnerable groups on the road. Motorcycle and moped fatalities are approximately the same as last year.
